I guess that depends on what is meant by "dominate". If men fully dominated, wouldn't they be sending the women out to conquer the world for them or die trying?
I think it's more like women set the criteria by which men get "attention" and women seem to me to crave those men who dominate other men.
Of course, you said "most of the time" before your "always".
